The Agricultural Appraiser also renders decisions concerning the classified use of agricultural lands throughout the county and defends those decisions before the Value Adjustment Board.<\/p>\n<p><strong>Education\/Experience Requirement<\/strong><\/p>\n<ul>\n<li>Graduation from an accredited high school or possession of an acceptable equivalency diploma is required. Preference will be given to graduates with degrees in Accounting, Finance, Business Administration, Real Estate, Economics, or a related Employees must obtain a Certified Florida Evaluator designation.<\/li>\n<li>Prior experience in real estate appraisal, field inspections, data collection and market analysis is required. Experience evaluating agricultural classified-use applications is preferred.<\/li>\n<li>Equivalent combinations of education and experience may be considered.<\/li>\n<\/ul>\n<p><strong>Job Duties and Essential Functions<\/strong><\/p>\n<p>The duties listed below are intended only as examples of the types of work performed by employees assigned to this position. The omission of specific duties does not exclude them from the position if the duties are similar, related or are a logical assignment of the position.<\/p>\n<ul>\n<li>Determine the classification of greenbelt properties based on applications and ongoing reviews of classified-use lands.<\/li>\n<li>Develop Charts of Values for all classes of greenbelt properties using commodity income and expense analysis.<\/li>\n<li>Maintain, as applicable, CAMA system setup forms and parcel characteristics, including but not limited to:\n<ul>\n<li>Agricultural soil types<\/li>\n<li>Agricultural rates<\/li>\n<li>Land use codes<\/li>\n<li>Agricultural flags on land transactions<\/li>\n<li>Agricultural classification applications<\/li>\n<\/ul>\n<\/li>\n<li>Prepare and mail official denials for Agricultural Classification applications.<\/li>\n<li>Measure structure perimeters; photograph improvements and amenities; draw sketches to scale; and compute the area and perimeter of structural Enter the sketches, field data, changes and corrections into the CAMA system as authorized.<\/li>\n<li>Utilize site inspections, imaging technology and parcel maps to identify, verify and update relevant data such as structural features and characteristics.<\/li>\n<li>Contact property and landowners as necessary to obtain information to accurately update property records.<\/li>\n<li>Provide assistance to property owners regarding the methods and procedures used in determining property Respond to questions and investigate complaints from property owners or representatives of outside agencies concerning property values, appraisal techniques and agricultural classification determinations.<\/li>\n<li>Prepare evidence packages and appear before the Value Adjustment Board to defend agricultural classification determinations and appraisals.<\/li>\n<li>Perform other related work as assigned.<\/li>\n<\/ul>\n<p><strong>Knowledge \/ Abilities \/ Skills<\/strong><\/p>\n<p>The Agricultural Appraiser is expected to acquire the following knowledge and demonstrate the following skills within the first six months of employment:<\/p>\n<ul>\n<li>Ability to exercise sound judgment with a reasonable degree of independence when evaluating complex greenbelt applications or projects.<\/li>\n<li>Knowledge of agricultural property appraisal techniques, methods, and procedures, including recognized valuation approaches, general land values, and land-use characteristics within the county.<\/li>\n<li>Ability to define problems, collect data, establish facts, draw valid conclusions and recommend appropriate actions with limited supervision.<\/li>\n<li>Knowledge of real estate appraisal methods and techniques including various types of building construction.<\/li>\n<li>Knowledge of statutes and ordinances governing the appraisal of real property and agricultural classifications.<\/li>\n<li>Ability to perform accurate and comprehensive calculations relating to statistical analyses used in the agricultural appraisal process.<\/li>\n<li>Ability to answer questions tactfully and provide information to the public in a professional manner.<\/li>\n<li>Ability to price, grade and classify properties.<\/li>\n<li>Ability to achieve proficiency in the document repository system.<\/li>\n<li>Proficiency in operating desktop computers, tablets, and related software applications.<\/li>\n<\/ul>\n<p><strong>Licenses \/ Certificates \/ Registrations<\/strong><\/p>\n<ul>\n<li>Valid Florida Driver\u2019s License.<\/li>\n<li>Certified Florida Evaluator designation.<\/li>\n<\/ul>\n<p><strong>Working Conditions<\/strong><\/p>\n<ul>\n<li>Primary functions for this position are performed approximately 50% indoors and 50% outdoors with frequent travel to off-site locations.<\/li>\n<li>Outdoor responsibilities require walking over uneven ground while conducting assessments.<\/li>\n<li>Occasional attendance at weekend or evening meetings and conferences may be required.<\/li>\n<li>Ability to lift equipment weighing up to 25 pounds independently and up to 75 pounds with assistance is
